Having lived in both LA and Boston, they definitely didn't account for degree of difficulty here. When I first moved east, I was amazed that people weren't crashing all the time. Boston roads are terrifying, even without any snow and ice.It would be pretty interesting to analyze how much of a factor all the out of state students are, though.
They are only counting how many crashes per year an average driver gets in. That is only one stat. In any list of cities with terrible drivers, Phoenix has to be in the top 5. That city is filled with maniacs who would just as soon run you off the road as look at you. Try driving the 17 or the 10 at just about any time of the day. Better make sure your insurance is current!
