Sebastian Gorka made the case that is was the Obama administrations federal officials who did not fully vet Porter. Jeanine Pirro stated that it was not Kelly's responsibility to do the security check on Porter himself.
Background checks are not done by political appointees, but by public servants. Those are neither Trump appointees nor Obama appointees. The people assigned to do Porter's checks could have been there since Reagan, for all we know. But the big problem is that Kelly has known for a long time that Porter would be denied permanent security clearance when his interim status expired, but he chose to ignore that fact. Kelly had been aware for several weeks that Porter would never receive a full security clearance due to a protective order that had been filed against him by an ex-wife in 2010. This meant that he technically could not be retained in his existing position without an executive order, and the attendant media scrutiny. But Kelly chose to hide his head in the sand until this ugly domestic abuse material came bubbling to the surface.Kelly seems to have acted promptly when he realized the extent of the domestic abuse, at least according to his version of the story, but the new focus on that also exposed Kelly's ostrich act on the security clearance.Obviously, Obama can't be blamed for Kelly pretending that the problem did not exist.There is probably a part of the story that is hidden. This is just my guess, but if I had to wager, I would think that Kelly was going to go around the problem by asking Trump to extend Kelly's interim security clearance. Although it is normally granted for 180 days with another 180 day renewal, the President is not prevented from extending it permanently, and allowing somebody with interim clearance to function in a job requiring full clearance.(I assume Trump will do this for Jared Kushner, so he could have done them together. The media would have focused on Kushner and Porter could easily have been lost in the shuffle.)But remember that I'm just guessing what Kelly's plan was. Whatever it had been, he dilly-dallied long enough that the wife-beating stories rendered it inoperative.
