Lack of game recognizes lack of game. They literally told Blago his phone was tapped, he kept right on using it to conspire.
Finally, mostly by his own ineptitude, just one of these pricks gets what he deserves. Then a bigger, limper prick comes along with a free pass for him. Though this may be the only way he can recruit new cabinet members.
