Step 2: The entire world points out that it would be illegal to sell him a gun, and it would be illegal for him to buy one.
Step 3: Oops! Just kidding! He never bought one.

My first reaction to this was: He never pays for anything in these photo ops whether it is pizza or extra police hours, so his “out” will be that the gun was purchased by a staff member.
I think you could have just stopped at “He never pays for anything” based on his grifting, scam operations to build his wealth, and stiffing anyone who he owes money to.
