The stable genius warns Congress not to interfere with him

“Congress should not interfere w/ these negotiations or I will simply terminate NAFTA entirely & we will be far better off…”

One thing confuses me here. If we will be far better off without NAFTA (in his mind), then why not just terminate it? Is he deliberately failing to do something that would make us better off? Sometimes I can look through his blustery rhetoric and figure out what he really means, but this one has me baffled.
